I believe that this was a thing with the early REx cars, because (probably California) required that the REx have less range on gasoline than battery to qualify as a something-or-other category of vehicle. BMW set a software limit to only let 1.9 gallons out of the 2.4 gallon tank for all USA-spec cars, rather than make new 1.9 gallon fuel tanks for our market.

IIRC, the need for this ended with the first battery capacity increase, because the battery range was more than the 2.4 gallon fuel range.

Of course, I may be wrong about all of this, since I don't own a REx.....
