You say that it doesn’t seem to be available in UK and share a link where it clearly states it is.
You car data report can be asked in your BMW garage account, which you should have created when you got the car and BMW concession should have linked your car to your account, on that website you can push a link, that will generate a report, it can takes 48 hours or so, and as soon as it is ready they will send an email. You can then login and download the report.
The remark was in regards to UK not being part of the EU, it could lead to problems in regards to user privacy, hence BMW could have decided not to offer that functionality, but of course it is ;-) /s
