Electric cars are a great idea but its a pipe dream for cities that don't plan for the infrastructure to support it. 2013 is not far away and there is nothing in the works to show how Toronto (Canada's biggest city) is ready to support such a method of transportation energy.
I can't imagine that being too difficult. You can keep it purely mechanical with a simple switch on each outlet operated by the tenant's key.
