You can top it off on any 110.

BMW fucked up and changed to a new plug standard that has very few networks supporting it currently. It's going to be years before there is enough compatible level 3 chargers that can be used on these cars. Currently a i3 owner will be mostly stuck using 110 OR 220... 220 takes about 3 hours to fully charge, 110 will top-off the batteries over night easily.

BMW assumes people whom buy these will be installing a 220 outlet at the house OR they'll just use 220 in public. That takes about 3 hours to fully charge the batteries.
