what is this? dashboard falling apart

Does anyone know what this is? Should I cut it off? Is it safe to cut it off? Looks like some elastic band?

To me that looks like a gasket material between the mating surfaces to prevent squeaking. I would try to put it back into place before cutting it off, but that's just me.

I had the leather come delaminated in that very spot, they replaced the whole dash.

Your under warranty just let them mess with it.
