The way I understand it... any traffic related loss (car moving or not, second car involved or not, on public roads or not, doesn't matter).
Say you're backing up your car in your own drive way and hit a tree. It's collision. Say you're parked in some parking lot and someone backs into you. Collision.
A deer may not net you "at fault" points, but it's collision, unless the deer ran into your parked car.
Comprehensive would be someone keying or stealing your car.
