I've built my pc to do just that. I didn't pick the quietest pumps as I was going for all out performance when pushed, but at idle loads it's fine. I sometimes do audio recordings so I was very specific in my setup and I can tell you it's unobtrusive.


And I'm not referring to the AIO coolers. Those are too gimmicky at best. I'm referring to a proper custom setup.

Additionally, as water is about 25 times better at thermal transfer than air, it's physically impossible unless we're greatly mismatching sizes of systems.
A quality fan setup is what he wanted/needed. It was only $60 and fits his needs. I don't know what you are rambling about.
