I support a local PD, and EVERY officer I spoke to, regardless of whether they had seen anything related to it, think it was an appropriate action to take to a person who continues to resist. Some of the alternatives to get that last hand into the cuffs include applying force to vlnerable areas like a sharp blow to the elbow, which often results in actual joint damage. Acceptable use of force throughout, but with a taser it's much more safe for the perp, and gets them into cuffs and controlled.
