That table is sorted by points. 3 for a win, 1 for a draw, 0 for a loss. The Netherlands has 7 more wins than Uruguay, thus 21 more points over their history in the World Cup.
Obviously, the Dutch would trade those 3 runner-up finishes for Uruguay’s 2 championships in a heartbeat.
