Yep indeed OP... I don't think it's coming to PC on release date. GTA always did this, I think it was GTA 2 that had a same day PC release and then they always released GTA on PC delayed.
Here is article from Take 2 interactive website (the publisher), they only mention Xbox X/S and PlayStation 5:

I hate this so much. I'm definitely not going to fall in the trap and get a console though, I'm gonna wait it out. I hate consoles way to much to do that
