this article explains the test:
1 - basically the cars have to do a 3rd gear pull from 30mph on a set distance
2- the test does not allow for kickdowns
3- pdk in its standard form, like most auto trans, will initiate a kickdown if you put your foot to the floor.
4- therefor with pdk cars, to complete the test they have to go at 1/2 throttle or something like that (max acceleration without initiating a kickdown). the car cannot even reach redline before completing the test distance by doing it this way.
5- manual cars start in 3rd @30mph, and go wide open throttle. it reaches close to redline.

What I don't get is if CA has been using the same previous test procedure since 1984*(what I read in car and driver I think) then why is it only this years manuals that can't pass? I can't imagine they are louder then previous years seeing as EU has been enacting stricter and stricter sound restrictions.
