It depends on your state and where he got the R34 from.

There were around ~20(forgot actual number) Motorex Skylines(R32-R34)s that were grandfathered fully federalized and exempt from being seized. These go for around ~100k iirc.

There was also Kaizo Unibody's where they where they were skylines that were shipped to US disassembled and rebuilt here as a unibody kit car. Most of these were ultimately seized by government.

Some people also register imported right hand vehicles in FL, VA, and AZ. Not sure how these are brought into states, maybe through Mexico or Canada at first?
I've seen an S15 in Socal with AZ plates.

Another way is to register the vehicle as show and display vehicle where you would only be able to put 2500 miles on the vehicle per year on public roads, but the government only gives out limited quantities of this registration per year.
I've been thinking about trying for one of the display vehicle registrations for R34 but am sure it will be an astronomic ass pain to accomplish.
