I moved to Cleveland in the late 80's and worked with someone who was an underground artist, introduced me to Pere Ubu. They capture the sound of CLE perfectly, one of those 'why didn't they ever get famous? - but glad they didn't as it tends to change people too much. For other fantastic live shows, Iggy Pop would probably be king; Lou Reeed was also very memorable, especially on the New York tour.
