Guy was a jerk - he was clearly trying to get his 15 minutes of fame, however, the "trained police" should of stopped once they restrained him and had him in cuffs.
Police went a bit overboard with the Tazer is an understatement. They had him pinned down and in cuffs already - why pull out the shock/pain therapy?!?
Cops are trained to "always be in control of the situation". Unfortunately, they tend to recruit bullies. IMO
