The speed to scope in hasn't changed, but I think Treyarch finally gave into the snipers complaints and made it easier to quick-scope again. They nerfed it awhile back, making it damn near impossible to get accurate quick-scope shots, but now it's really easy. Not as simple as in cod4, but better than it was.
