Not all watch people even notice. I will notice if I have the chance to notice, but I don't make a point of trying to. For example, if someone is sitting at a conference table next to me, I'll surely notice their watch, but the watches on folks who have no reason to have a one-on-one level of interaction with me are watches that I won't ever notice.
The other general classes of folks who notice are charlatans, muggers and other ne'er do wells. You'll know these folks easily; they are the ones who as far as you can recall didn't come within 15 feet of you before they approached to tell you what they think of your watch.
