I don't think removing DRS for the top 3 will give the best effect.
DRS came from the fact that it otherwise is sometimes virtually impossible to overtake another car resulting in cars driving 10 laps or more in the same order like in the 90's.
To a lot of viewers that made f1 very dull (and getting viewers is what it's all about).

I also don't know if moving the DRS detection zone to after a turn gives the right effect; what keeps the drivers of going really slow in that turn, outpacing them on the slow side like they do after a sc restart?
Maybe there should be a minimum speed in the DRS detection zone for it to work.
So that the car in front has the dilemma: do I slow down so that DRS doesnt work with the chance that he (the one that follows) overtakes me while going through that DRS zone, or do I still floor it. (like going under 200kph for the DRS to disengage in the detection zone where cars normally still go 250kph ((imaginairy numbers, maybe per track to differ)).

Or a combination of the two...

And there may be more measures to think of ofcourse.
