Warranties vary by country and sometimes within countries. I have seen the 30% referenced but never in any official BMW documentation.
BMW claims that it can/will replace bad cells with good ones rather than the entire battery pack. But, when I reported a problem with my 2018 530e battery pack and they tested it, they found a bad cell but their solution was to replace the entire battery pack (of course, I am not complaining). Of course, on a BEV instead of a PHEV, there are a lot more cells so BMW would likely try to replace just the bad cells.
I do find it disingenuous of BMW not to specify it in the warranty book.
