^^^ This. With the throttle closed, the engine has a ton of vacuum to spare (which is like saying that it has a lot nothing lol). With the throttle wide open, not so much.

When I worked in the garage at the dairy back in the '70's we started retrofitting electric motors onto the milk trucks' wipers. The drivers were astonished.

My first car, a 1964 Corvair Monza, came with recapped tires. There was no way I could speed with those tires. They were so out of balance and out of round that they acted like a built-in governor as they shook the crap out of everything, including the steering wheel.
