The best thing that could happen is if they get rid of KERS, since as applied now, has no practical application in the mainstream auto industry. And rewrote the rules for open engine, aero, suspension, etc. but required all cars to have the same cd, and hp/kg ratios.

One team dominating doesn't mean they are dominating by spending boatloads of money. And red bull is not dominating, they are winning, there is a difference.

I wouldn't say that Red Bull are far off from that.

You guys seem to be forgetting the points change, the delta between positions is huge now, they are far far from out of reach.

I think Vettel is about 8 wins from being mathematically unbeatable. Can't remember exactly how much it was.
