The only legit FACTORY unlocked iphones are sold overseas. If you don't trust the internet, you will need to have someone you trust to buy one for you overseas. It will cost you a lot more though.

I think he can claim the tax since he lives in US. But then you might have to pay duty...

I'm not sure if it's true, but one of my friend's cousin works for Apple and he unlocked my friend's Iphone. I'm not sure if it's through Cydia or some other, but he said it's "factory."
