I noticed that the M60 has the decoding for no dazzle high beams. Does this come on the xDrive 50 if you get the laser lights?

Decoding meaning you don't get it, and yes, the iX 50 in the US as offered currently doesn't have matrix lighting (yet - although now legal and probably in the works by BMW for approval, and will probably just need software updating).

ix 50 ordering guide... looks like all the packages of MY22 are gone and there are only one ultimate package for MY23, 7700$. Meaning that no more choosing packages, either a basic or an optioned out one. Am I correct here? thanks in advance.

There are a couple of choices—
Ultimate package at $7700
Premium Content 2 with a Blocked price because they haven’t determined pricing for Parking Assistant Professional
Ventilated Front Seats at $500
Multi Functional Seats at $1600 (including memory seats)
Laser lights at $1000
Sport stuff

All of that was previously listed as standard, with the exception of Parking Assistant Pro, which was always part of the DAPP package. My guess is that DAPP is still part of the new Executive package, and the rest of Premium Pack 2 is still standard equipment.

Not likely for North America. If my iX can ever make it to me from Germany and get delivered I plan to take it to Stealth Hitches in Georgia to have them use my car as a mule to make a hidden hitch w/ 2in receiver.

No B&W available on the iX 50 for 2023, but it looked like you do get massage for both front seats if optioned, and Parking Assistant Pro....

I don't get it. Why doesn't the NA car have this option??? I mean, this is why people get SUVs right?

As of this date (October 2022) the July pricing guide no longer matches the options in the US online configurator. For instance, the Ultimate pkg has disappeared and Premium and Convenience pkgs have appeared. Is there an update pricing guide that I haven't seen?

So the heated steering wheel is standard now? I thought the only way to get the heated steering wheel in MY23 was radiant heat package, which is now part of the $7k premium package.
