Help with EME education

Is the EME in an electric vehicle similar to the DME in an gas combustion engine?

I have a 2015 i3 that has a drivetrain fault. Vehicle will not I've forward or reverse. Towed to bmw and their repair says replace electric motor, Eme and transmission.

They told me the Eme is the fault but a used one cannot be reprogrammed and I need a complete electric power train unit for the total of $23,000!!!!

This doesn't make sense and there has to be another way. Any suggestions or know where to look for an explanation of what does what
