Speedos always show more than the actual capability, even the most basic of cars eg a 1 litre crap mobile will have a higher speedo max than is possible.

You don't want different variants of the same car to have different speedometer ranges, do you? That would create an inconsistent experience across the line. One speedo range to rule them all. That way it looks the same across the board. Makes the most UX sense.
