Is this where an oil dipstick would go if we had a dipstick?? Which means I could do my oil changes using my oil extractor? Although I think the oil filter is on the bottom anyhow.

yes it looks suspiciously like a proper 'old school' dipstick !!! WOW thank goodness 'common sense'.
There are a number of things on our modern cars that beggar belief...the most head scratching one IMO is an electronic dipstick in place of a simple and precise conventional one. Sure have the electronic measure but nothing is better than the far more precise traditional dipstick. I wish my 2016 650 had one.... and all my other cars too for that matter....they have all succumbed to the 'electronic measure' with no manual apparatus ....
