They probably run them for a little bit as loaners, claim incentives/credits from BMW if any are available. Then sell the loaner as CPO or some dealers market them as former loaners.

It’s more likely they have been “punched” as opposed to be off service loaners. Once a dealer puts a car in loaner service they usually leave it there for 8,000 - 12,000 miles or 8 - 12 months, unless someone wants to buy it while it is still in loaner service. Most dealers are very willing to sell cars that are in loaner service if someone expresses an interest in buying that particular car.
