Weird Headlights

I have noticed when I start my car in the garage (head lights are on automatic). They appear as if they move. They seem to be pointed slightly up, then both lights lower down and then they come back up. Is it an optical illusion from the Xenon lights warm up or do the headlights actual shift up and down? I have been sitting in the car at the time.

They actually move when you start the car up and auto-level themselves.

To what purpose do they move? Is there a sensor that the headlights adjust themselves too?
